Planning for ICT (Version 2) is a complete revision if our advice on ICT strategy, replacing the first version from June 2004. It is critical that guidance on ICT strategy is updated from time to time to reflect the increasing importance of investment in technology as part of the drive to transform services at all levels. The new guidance follows on from our report on ICT governance, and introduces the Socitm information architecture. The guidance comprises a linked set of three separate guides covering the process of developing strategy, the service framework and the information and technology architectures. There is also a separate executive briefing and wall chart. All three reports can be accessed below.
Audit Commission inspection reports frequently refer to benchmarking, for without comparative data, managers cannot position and fine tune their operations to achieve optimum performance. ICT provides potential solutions to many public sector issues, making it essential to demonstrate effective use of ICT resources. For the first time we have combined the end of year reviews of our two main benchmarking services about ICT performance (from Socitm Consulting) and user satisfaction (from Socitm Insight) to give an overview of the state of ICT services, and, most importantly, to provide pointers to opportunities for improvement. Despite declining resources, overall performance against the Socitm KPIs is up markedly over 2006. How does your organisation compare? Read it here.
The ninth guide in the series for Improving ICT performance is completed. On the topic of managing ICT employees, this guide sets out how ICT employees should be managed, covering the crucial issue of developing their skills and competencies in managing a service that now lies at the heart of change in the public sector.
