The Network Improvement Through Technology  (formerly the Competitiveness Advisory Network (IT-CAN), is a joint venture subscription service between Socitm and CIPFA that provides support in the field of Best Value Service provision, with a particular focus on the Efficiency Agenda. The partnership has been in place since 1997 and brings together CIPFA's expertise on resource management with Socitm's professional support for ICT in local government, to help managers make the best choices about service delivery in the context of Local Government modernisation. The Network aims to
