Singing from the same hymn sheet? A survey of views of chief executives and heads of ICT about ICT in local government
Our survey of senior local authority managers shows very different outlooks on ICT from chief executives and ICT professionals. Why should there be mis-alignment? What does this mean for exploiting ICT and transforming services?

Analysis of main results
The first phase of the analysis shows the responses from 132 heads of ICT compared with those of 81 chief executives — the ‘pooled’ analysis. We examine the chief executive perspective, analyse differences by type of council and conclude with an analysis of the main differences.
Additional analysis of results
The second phase of the analysis goes further by looking at the specific differences in the 63 organisations where the chief executive and the head of ICT both completed the survey — a ‘paired’ analysis providing particularly insightful views from within single organisations.
Analysis of open-ended comments
Chief executives and heads of ICT say in their own words how they thought ICT can make a more effective contribution to their local authority, and identify what they thought were the main impediments that are preventing their local authority from exploiting the potential of ICT.
Conclusions
We summarise the key points from the analysis, illustrated by quotations from those responding to the survey. For heads of ICT, the issues raised should give serious food for thought about they way in which they might be perceived. It may well be that chief executives believe that their heads of ICT are part of the solution in transforming services, or alternatively part of the problem. It is important to find out!
