Putting the frontline first: smarter government sets out how Government will improve public service outcomes while achieving the fiscal consolidation that is vital to helping the economy grow. The plan has three central actions: to drive up standards by strengthening the role of citizens and civic society, to free up public services by recasting the relationship between the centre and the frontline, and to streamline the centre of government, saving money for sharper delivery.

HMG Security Policy Framework

The framework covers Protective Security, including physical, personnel and information security, as an essential enabler to making government work better, and the effective management of security risks, collectively and proportionately, to achieve a secure and confident working environment.

Operational Efficiency Programme

The Operational Efficiency Programme takes a close look at achieving greater efficiency in a number of cross-cutting areas. Reviews were conducted by experienced individuals whose advice and recommendations were published alongside Budget 2009 (Final Report) and in May 2009 (supplementary documents on: back office and IT; collaborative procurement; and, property).

The Cabinet Office was commissioned by the Prime Minister to prepare a strategy to ensure the public sector, including both central and local government, 'keeps up with the private sector in delivering good, efficient services driven by information technology'. Published in November 2005, the strategy, is about transforming public services as citizens receive them and demonstrating how technology can improve the corporate services of government so more resources can be released to deliver 'frontline' services.

The Service Transformation Agreement underpins delivery of the Public Service Agreements framework, setting out the Government's vision for building services around the citizen and specific actions for each government department in taking forward this agenda.  In short, the STA sets out an ambitious programme of action that will be the foundation for public services that are more personalised to the needs of citizens and businesses. It places this challenge at the centre of government plans for public service delivery.
