In work produced for the Regional Centres of Excellence in England a number of elements were identified to deliver transformation. (See downloadable chart "Elements required to deliver transformation".)
The Socitm Insight programme over the last two years has tackled many of these topics in some depth. However, vital elements such as change management, cultural readiness for change, leadership, and an element of programme management, benefits realisation, have had only limited attention. Why have the topic been neglected? There are a number of reasons for this. There is perhaps an assumption that programme managers are already experts in change management, or alternatively the fact that the academic subject is so large with numerous and widely different approaches to tackling the topic means it is too difficult a subject to tackle.
Introducing different models of service delivery moving from a functional organised authority to one with a process emphasis will not be achieved solely by the introduction of new technology. To bring about major shifts in organisational culture and to deliver the transformational programme requires good change management and benefits realisation techniques to create the transformation, in addition to the traditional “technology management” skills
