Do service managers in your organisation understand what ICT governance means? Could they describe how your organisation governs ICT? Would they understand how it makes a difference?

ICT governance is key to successful exploitation of the organisation’s’ information and technology assets.  Increasing awareness of the importance of managing the information assets properly has caused organisations to realise that neither ‘laissez-faire’ nor autocratic approaches will suffice any longer.  For example, simply managing ICT as a component part of the finance function and governed by its management team works against an organisation-wide, inclusive approach.  Simplistic approaches may fail to get the best value out of existing investments, and plans for the future.  They can also lead to ICT getting the blame if the strategy fails to deliver.

Socitm Insight believes that ICT governance comprises:

·               stakeholder engagement and representation
·               strategic planning for information and technology investment, procurement and deployment
·               policy development and agreement
·               high level monitoring of programme delivery
·               ‘business as usual’ performance monitoring
·               standards selection and implementation
·               risk management
·               policing policy, standards, conformance with legislation, and proper use

Clearly, good governance requires an holistic approach where stakeholders not only have a say in what happens, but own the decisions. In this way, their representatives on the governance board help with implementation in their local area of responsibility
